Install the Desktop Experience feature to add the Burn CD/DVD tab and several other tools from the Windows 7 client.
To install the Desktop Experience pack, follow below simple steps:
(1) Open Server Manager (Navigate: "Start" -> "Run" -> Type "servermanager.msc" and hit on "Enter").
(2) In the Features Summary section, click Add features.
(3) Select the Desktop Experience check box, and then click Next.
(4) Complete the wizard by clicking Install.

- Windows Media Player
- Desktop themes
- Video for Windows (AVI support)
- Windows SideShow
- Windows Defender
- Disk Cleanup
- Sync Center
- Sound Recorder
- Character Map
- Snipping Tool
- Character Map

Still does not answer the question of how to burn a cd/dvd on windows server 2008. Install desktop experience and find out for yourself. Apparently, you have never used it.
